<br />Item No: 09D <br />Meeting Date: July 10, 2017 <br />Type of Business: Council Business <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Resolution 8774 Approving a Three Year Labor Agreement <br />with the Public Works Bargaining Group Effective January 1, <br />2017 through December 31, 2019 <br />Background: <br /> <br />The previous labor agreement with the Public Works group expired at the end of 2016. <br />The City and the bargaining group have conducted a series of negotiation sessions and <br />have come to an agreement on terms for the three-year period beginning Jan 1, 2017. <br /> <br /> <br />Discussion: The Agreement provides for the following changes: <br /> <br />ARTICLE 7 – WORK SCHEDULE <br /> <br />Revised Section 7.5 pertaining to pre-shift pay, increasing pre-shift pay one dollar from <br />$8 to $9, with such pay limited to $63 per pre-shift incident. Each hour of pre-shift pay <br />earned will be eliminated for each hour of overtime pay earned. <br /> <br />Added a new section 7.6 to formalize pay for employees for being called while not on <br />duty and actively engaged in work-related activities. <br /> <br />ARTICLE 20 - INSURANCE <br /> <br />For 2017, the City will contribute a maximum amount of $1,050 per month toward each <br />employee’s insurance, a $40 increase over the 2016 contribution of $1,010. For 2018 and <br />2019, the table below would apply. If, for example, health insurance premiums increase by <br />9% for 2018, the City would increase its monthly contribution to $1,080. <br /> <br />If the Health Insurance <br />Premium Increases by <br />The Maximum Monthly City <br />Contribution will increase by: <br />Less than 1% No change <br />1% to 5% + $15 <br />6% to 10% + $30 <br />11% to 15% + $45 <br />Greater than 15% + $60 <br /> <br />ARTICLE 22 - CLOTHING <br /> <br />Revised Section 22.2 to permit purchasing more than one pair of safety boots per year. <br />There was no increase to the amount provided during the term of the agreement <br />
