Item No: 09A <br />Meeting Date: July 24, 2017 <br />Type of Business: CB <br />City Administrator Review: ______ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br /> <br />From: Desaree Crane, Assistant City Administrator <br /> <br />Item Title/Subject: Public Hearing: Resolution 8794, a Resolution Authorizing a Special <br />Election for the Consideration of Additional Property Tax Levy <br /> <br />Background: <br /> <br />At the July 10, 2017, City Council Meeting, the City Council authorized setting a Public Hearing to <br />consider ballot language for the November 7, 2017, Special Election. The Mounds View Police <br />Department is requesting to hire an additional police officer. In order to hire another patrol officer, the <br />City will need an additional tax levy for the purpose of adding an additional officer to the Mounds View <br />Police Department. <br /> <br />Discussion: <br /> <br />Due to the limitations imposed by the Mounds View City Charter (§7.03, subd 1), an additional tax <br />levy must be approved by the voters by an Election in order to fund this position. In addition, the City <br />Charter requires a public hearing be held to consider the purpose, cost, and proposed language of the <br />referendum question. <br /> <br />City has drafted the referendum question (located in Resolution 8794). This was checked and <br />approved by the City Attorney. The referendum must be finalized and submitted to Ramsey County <br />Elections no later than August 1st. <br /> <br />Recommendation: <br /> <br />Staff recommends opening the public hearing for public comment. If approved, this question will be <br />on the ballot for the Tuesday, November 7, 2017, Special Election. All four precincts will vote in the <br />Banquet Center located at the Mounds View Community Center.
