Richie, Public Works Project Coordinator <br />Item Title/Subject: Resolution 8792, Accepting Quotes and Awarding Contract to Wenck <br />Associates for Conducting a Limited Site Investigation at the Public Works <br />Facility Site <br /> <br />Background: <br />During site grading for the new Public Works Facility, a previously abandoned-in-place used oil <br />underground storage tank was discovered and removed. As part of the tank removal process required by <br />the Minnesota Pollution Control Agency, soil samples beneath the tank were collected by the consultant <br />on-site (American Engineering Testing) and submitted to the laboratory for analysis. <br /> <br />The field technician from American Engineering Testing noted that the tank was in good condition, and the <br />bedding material surrounding the tank did not show signs of petroleum impacts, however a thin seam of <br />petroleum impacted soil was detected approximately one (1) foot below the bottom of the tank; where the <br />samples were collected. <br /> <br />Upon receiving a copy of the laboratory analytical results from American Engineering Testing, the <br />Minnesota State Duty Officer was called by the Public Works Director and Project Coordinator on <br />May 26, 2017 to report the release. <br /> <br />Discussion: <br />On June 22, 2017, the City received a letter from the Minnesota Pollution Control Agency which assigned <br />a Leak Number to the Public Works Facility and requested a Limited Site Investigation be conducted. A <br />Standard Scope Limited Site Investigation form was completed by Public Works Engineering Division Staff <br />and submitted to seven (7) qualified Environmental Consultants. Four (4) Environmental Consultants <br />returned quotes. <br /> <br />The following table provides the names of the Environmental Consulting firms, and associate quotes: <br /> <br />Rank Environmental Consultant (City, State) Quote Amount <br />Low Wenck Associates (Woodbury, MN) $8,959.00 <br />2 Bay West LLC (Saint Paul, MN) $9,292.90 <br />3 MidAmerica Technical and Environmental Services (Oakdale, MN) $10,922.15 <br />4 Antea Group (Shoreview, MN) $11,981.60 <br /> <br />The low quote was submitted by Wenck Associates of Woodbury, Minnesota. If awarded, Wenck <br />Associates will begin scheduling the field work for the Limited Site Investigation as soon as possible. <br /> <br />Once the Limited Site Investigation Report is completed, it will be sent to the Minnesota Pollution Control <br />Agency for review and approval. In order to speed up the review process and minimize potential delays <br />with constructing the Public Works Building, the report will be submitted under the Minnesota Pollution <br />Control Agency’s Petroleum Brownfield Program, which is a fee for service program. The maximum review <br />time under the Petroleum Brownfield Program is within 30 working days of submitting the report, whereas, <br />if the report is submitted and reviewed by the Minnesota Pollution Control Agency project manager
