Item No: 09J <br />Meeting Date: July 24, 2017 <br />Type of Business: Council Business <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Interim Public Works Director <br />Item Title/Subject: Resolution 8805 Approving the Proposal from Oertel <br />Architects for Additional Construction Administration Services <br />for the Mounds View Public Works Facility <br /> <br />Background/ Discussion: <br /> <br />The City is currently in the process of constructing a new Public Works facility. The Public <br />Works Department is experiencing changes in staffing levels in the Administration area-- <br />Jim Hess, the Engineering Technician, will be retiring on Wednesday July 26, 2017, and <br />Brian Erickson, the former Public Works Director, resigned from his position and his last <br />day was July 14, 2017. These departures will leave the department short-staffed during <br />the construction of one of the largest projects the City has had in recent years. <br /> <br />At the July 10, 2017, Council meeting, Brian Erickson informed the Council that additional <br />services may be required to assist Public Works Staff in the continuing construction of the <br />new facility. <br /> <br />Public works received a proposal from Oertel Architects for construction administration, <br />and has discussed what services would be appropriate for this project. The original scope <br />of services for the Construction Administration phase covered the following: <br /> <br />• Bi-Weekly Site / Construction Progress Meetings <br />• Shop Drawing Review <br />• Respond to Requests For Information (RFI) <br />• Issue Architectural Supplemental Instructions (ASI) <br />• Issue requests for cost proposal and change requests (ArchPR) <br />• Review proposed costs from the contractor (ArchPR or GCCP) <br />• Review the building at project completion (Punchlist) <br />• Review project closeout documents <br /> <br />Oertel’s proposal will encompass the following additions to their base service as outlined <br />above: <br /> <br />• Increase site meetings / progress meetings to weekly events <br />• Extend hours needed to include Owner/Architect progress meetings, in addition <br />to the added site / progress meetings. <br />• Review and administration of additional documents and / or construction changes <br />that still fall within the purview of the Architect’s basic scope of services. <br />
