<br />Item 9B <br />July 24, 2017 <br />Page 4 <br /> <br />Summary <br />MWF Properties is requesting approval of the Preliminary Plat of “Boulevard”, <br />combining four lots into one lot, measuring 3.5 acres (excluding right-of-way <br />dedication). If approved, the Developers intent is to obtain approval of a Development <br />Review for a 60-unit apartment building on the property, and to apply for Final Plat <br />approval. <br /> <br />MWF Properties has applied for financial assistance (Low Income Housing Tax Credits) <br />from the Minnesota Housing Finance Agency (MHFA). This is a competitive program. <br />MHFA awards will be announced in October, 2017. If an award is not received, it is <br />anticipated that MWF Properties will request an extension to the approvals (CUP, <br />Preliminary Plat, and Development Review), and then reapply to MHFA in 2018. <br /> <br />A Public Hearing Notice was published in the July 14, 2017 addition of the Mounds <br />View – New Brighton Sun Focus, and mailed to property owners within 350’ of the <br />project, and to property owners outside of this distance along Groveland Rd, north of <br />Mounds View Blvd. and south of Ardan Ave (112 properties, total). <br /> <br /> <br />Planning Commission Recommendation: <br />The Planning Commission considered this request on July 19, 2017, recommending <br />approval (Resolution 1075-17). Additionally at this meeting, the Planning Commission <br />considered a request to recommend approval of a Development Review of the 60-unit <br />apartment complex. The Commission tabled this request with the intention for Ramsey <br />County staff to attend the August 2nd Planning Commission meeting, to discuss the <br />Commission’s concerns about the Mounds View Blvd & Groveland Rd. intersection. <br /> <br /> <br />Recommendation: <br />The City Council is requested to conduct a Public Hearing, and consider the following <br />options: <br /> <br />1. Resolution 8777, approval of the Preliminary Plat of “Boulevard”. <br /> <br />2. The City Council may choose deny the Resolution. If the City Council chooses <br />this option, Staff would need to be directed to draft a resolution of denial with <br />findings of fact appropriate to support the denial. <br /> <br />3. Continue the Public Hearing. If additional information is needed before a <br />decision can be rendered or if more discussion is needed, the City Council can <br />continue the Public Hearing until a future date. Because of the 60-day <br />requirements, (August 13, 2017) the City Council would need to act upon the <br />request as soon as reasonably possible. In this instance, the City would <br />administratively extend its 60-day review to 120-days, providing written notice to <br />the applicant. <br /> <br /> <br />
