The traffic study does not address the location of the driveway entrance on Groveland Rd, vs. if on Mounds View Blvd. The study forecasts that the project will generate 31 vehicle trips during the AM peak hour and 37 trips during PM peak hour. Eighty percent (25-30 vehicles during peak periods) of the apartment traffic is forecasted to go in the direction of eastbound or westbound Mounds View Blvd. Fifteen percent (5-6 vehicles per peak period) are forecasted to go north on Groveland Rd. Specific to the application for Development Review, the Planning Commission tabled this request on July 19, 2017, pending a discussion with Ramsey County about safety concerns of the Mounds View Blvd (CSAH 10) & Groveland Rd intersection. Park Dedication The City may require the applicant to dedicate up to 10% of buildable land (0.35 acres), or up to 10% of pre- development land value ($39,720), to the City for park dedication.2 Staff is recommending fees in lieu of land dedication. The applicant is proposing to construct at their expense, a 10’ pedestrian trail within the Mounds View Blvd (CSAH 10) right-of-way (ROW). This will require a permit from Ramsey County. During the July 19, 2017 Planning Commission meeting, the Commission recommended that park dedication fees generated by this project be dedicated toward extending the pedestrian trail from this project to Spring Lake Rd., and that consideration be given for this trail to be meandering (not straight). 2 Mounds View Municipal Code, Section 1204.02, Subd 4 (Dedication Amount)
