Item 9B <br />July 24, 2017 <br />Page 3 <br /> <br />A traffic study was completed by Wenck Associates <br />(attached). The traffic study does not address the location <br />of the driveway entrance on Groveland Rd, vs. if on Mounds <br />View Blvd. <br /> <br />The study forecasts that the project will generate 31 vehicle <br />trips during the AM peak hour and 37 trips during PM peak <br />hour. Eighty percent (25-30 vehicles during peak periods) of <br />the apartment traffic is forecasted to go in the direction of <br />eastbound or westbound Mounds View Blvd. Fifteen <br />percent (5-6 vehicles per peak period) are forecasted to go <br />north on Groveland Rd. <br /> <br />Specific to the application for Development Review, the <br />Planning Commission tabled this request on July 19, 2017, <br />pending a discussion with Ramsey County about safety <br />concerns of the Mounds View Blvd (CSAH 10) & Groveland <br />Rd intersection. <br /> <br />Park Dedication The City may require the applicant to dedicate up to 10% of <br />buildable land (0.35 acres), or up to 10% of pre- <br />development land value ($39,720), to the City for park <br />dedication.2 Staff is recommending fees in lieu of land <br />dedication. <br /> <br />PID 2017 EMV (land) 10% <br />06-30-23-31-0029 $71,900 $7,190 <br />06-30-23-31-0030 $120,100 $12,010 <br />06-30-23-31-0031 $171,700 $17,170 <br />06-30-23-31-0241 $33,500 $3,350 <br />TOTAL $397,200 $39,720 <br /> <br />The applicant will install a playground outside the northeast <br />corner of the building. <br /> <br />The applicant is proposing to construct at their expense, a <br />10’ pedestrian trail within the Mounds View Blvd (CSAH 10) <br />right-of-way (ROW). This will require a permit from Ramsey <br />County. <br /> <br />During the July 19, 2017 Planning Commission meeting, the <br />Commission recommended that park dedication fees <br />generated by this project be dedicated toward extending the <br />pedestrian trail from this project to Spring Lake Rd., and that <br />consideration be given for this trail to be meandering (not <br />straight). <br /> <br /> <br />2 Mounds View Municipal Code, Section 1204.02, Subd 4 (Dedication Amount)
