Eight proposals were sent to the ci ty by the deadline <br />and four contractors with the hi ghest scores were <br />i nterviewed, D eGrande sai d. <br />“Contractors were asked to develop a proposal that <br />places a high pri ority on curb appeal and creati ng a <br />highly functi onal floor plan, all the whi le payi ng <br />careful attention to budget,” she said. <br />The fi nished home is to have three bedrooms and <br />two bathrooms with a maxi mum budget of $40,000, accordi ng to D eGrande. <br />“Creati ve remodeli ng i deas and methods to get those done affordably were encouraged,” <br />DeGrande sai d. <br />In screening the proposals staff consi dered the proposed plan for plan i deas and budget for the <br />exteri or, kitchen/living room, bedrooms/bathrooms, basement, overall value and past performance <br />i n buildi ng i nspecti ons, she said. <br />Legacy Homes, whose offi ce i s i n Andover, has strong roots in C oon Rapi ds having bui lt homes i n <br />the Wexford development and also has extensive remodeling experience, D eGrande said. <br />What set Legacy’s proposal apart was attention to detai l, thorough understandi ng of the program’s <br />goals, professionalism and “i nnovati ve remodeli ng i deas that will appeal to the typi cal C oon Rapi ds <br />homeowner,” DeGrande said. <br />Legacy’s proposal “offered a uni que scope of work that does not resemble any of the past Home for <br />Generations projects,” she said. <br />Specifi cally, the remodeli ng wi ll comprise a series of smaller projects, rather than one large <br />projects, that resi dents planning to remodel thei r own homes, could do i n stages as money became <br />avai lable rather than all at once, D eGrande sai d. <br />Accordi ng to D arrell Olson, owner of Legacy Homes, he plans to i mprove the overall curb appeal, <br />create a more open floor plan, i ncrease storage space, make the main living room more functi onal <br />and i nvi ting, update the ki tchen and add a walk-i n pantry and move the laundry room to the main <br />floor and make it more accessi ble. <br />In additi on, the size of the master bedroom will be i ncreased, a proper downstairs bedroom wi ll be <br />created, both bathrooms wi ll be made more functi onal and a multi -functi onal space wi ll be created <br />downstairs to accommodate a vari ety of acti vi ti es wi th separate family room, game area and home <br />office/study area, Olson wrote in his proposal to the city. <br />As well, Olson plans to Sheetrock the cei ling in the basement; pai nt and spray all ceili ngs <br />knockdown style; repaint all walls wi th up-to-date colors; recarpet all bedrooms and family room; <br />sand and recoat wood floors i n the li vi ng room, laundry room and hallway; i nstall P ergo-type floors i n <br />the kitchen, pantry and dinette; install cerami c ti le i n both bathrooms and entryway; replace all lights <br />and add a ceiling fan to the master bedroom; and enamel all woodwork except cabinetry. <br />Last year, the HRA, which compri ses the seven members of the Coon Rapi ds C ity C ouncil, <br />decli ned to pass a resolution gi ving staff the power to purchase up to two vacant/foreclosed homes <br />for Home for Generations remodeli ng projects. <br />At that time, three of the homes that had been purchased had not been sold, but over the summer of <br />2011 all of them were purchased, accordi ng to D eGrande. <br />After discussi on about the future of the Home for Generati ons program at a work session in <br />October, the counci l di rected staff to bri ng potenti al Home for Generations purchases of
