is proposed to be located slightly on City property, Mn/DOT is requesting the <br />execution of a temporary access agreement and eventually a permanent <br />easement. Attached is a copy of the June 4, 2007 Work Session report <br />pertaining to the status of the noise wall project. <br /> <br />Former City Administrator Kurt Ulrich and Public Works Director Greg Lee met <br />with Mn/DOT representatives on Thursday, May 31, 2007 (after the June 4, 2007 <br />Work Session Reports were due). In an effort to provide the City Council <br />information regarding this meeting prior to discussion at the Work Session, Staff <br />created a memorandum to the City Council dated June 1, 2007 (see attached <br />memorandum). Options for the alignment of the wall were discussed at the June <br />4, 2007 Work Session along with the issue of granting an easement for areas <br />where the wall is not contained within Mn/DOT right-of-way. <br /> <br />A Zero Dollar Permit to Construct has been submitted to the City by Mn/DOT <br />(see attachment). This would allow Mn/DOT to construct the wall on the <br />proposed alignment. A copy of this permit has been submitted to the City’s legal <br />counsel for review and comment. <br /> <br /> <br />Noise Projections <br />In preparation for constructing the wall, Mn/DOT conducted a noise modeling <br />analysis for this area. This analysis indicated that the wall will provide effective <br />noise attenuation that will meet Federal daytime noise standards (65 decibels) <br />for the nearest seven receptors. Attached is a copy of the study results and map <br />of the area studied. <br /> <br /> <br />Mn/DOT Noise Abatement Program <br />In 2002, Mn/DOT conducted a sound evaluation study in the metro area – Noise <br />Abatement Priority Study. The purpose of this study was to develop a program <br />for implementing noise abatement techniques at various locations along state <br />jurisdiction roadways. There were approximately 277 sites evaluated. Of these <br />sites, the site associated with Trunk Highway 10 in Mounds View ranked 57. <br />Mn/DOT is updating the Noise Abatement Priority Study which will provide a new <br />ranking for Mounds View. The update of this study should be completed later this <br />spring / early summer. <br /> <br />Along with updating the study, Mn/DOT will be modifying the policies that go <br />along with the study. Drafts of the proposed policy modifications are attached. <br />Please take note of the third policy modification listed. If the LaPort neighborhood <br />area is included in the 10-year work plan (based on the new ranking), Mounds <br />View will have the opportunity to fund 100% of the cost of the wall at this time <br />and be reimbursed in the year for which the noise wall is programmed. <br /> <br /> <br />Moving the wall to the LaPort Neighborhood <br />As previously stated in a memorandum dated February 14, 2008, Staff did pose <br />the City Council’s request to construct the wall in the LaPort Neighborhood Area <br />in lieu of adding on to the east end of the existing wall.
