Discussion: 1. Scope of Engineering work: Regardless of who performs the engineering services, there may be some misconception pertaining to the scope of these services as they are applied to typical public improvement projects. Based on previous discussions and dialog between the City Council, Staff, and the public in general, there appears to be an impression that the report is the same element as the construction documents. This is definitely not the case. It should be made clear that the engineering service provided on all public improvement projects involves three primary and distinct phases: 1A. Preliminary investigation – This includes (among other things) preliminary survey, review of background information, field reconnaissance, preliminary layout design, cost estimating, and preparing the preliminary feasibility report. 1B. Construction documents - This includes development of detailed plans & specifications, permit applications, bidding and contract administration. 1C. Construction services - This includes construction survey, construction observation, quantity records management, correspondence, documentation, construction coordination and project support services for all stakeholders (general public, property owners, other government agencies..), field adjustment coordination, etc.
