Scope of Engineering work: <br />Regardless of who performs the engineering services, there may be some <br />misconception pertaining to the scope of these services as they are applied to <br />typical public improvement projects. Based on previous discussions and dialog <br />between the City Council, Staff, and the public in general, there appears to be an <br />impression that the report is the same element as the construction documents. <br />This is definitely not the case. It should be made clear that the engineering <br />service provided on all public improvement projects involves three primary and <br />distinct phases: <br /> <br />1A. Preliminary investigation – This includes (among other things) preliminary <br />survey, review of background information, field reconnaissance, preliminary <br />layout design, cost estimating, and preparing the preliminary feasibility report. <br /> <br />1B. Construction documents - This includes development of detailed plans & <br />specifications, permit applications, bidding and contract administration. <br /> <br />1C. Construction services - This includes construction survey, construction <br />observation, quantity records management, correspondence, documentation, <br />construction coordination and project support services for all stakeholders <br />(general public, property owners, other government agencies..), field adjustment <br />coordination, etc. <br /> <br />
