Design Staff: Senior design engineer <br />Water resource engineer <br />Autocad tech / designer <br /> <br />Construction Staff: MnDOT certified inspector <br />Survey crew chief <br />Survey crew rodperson <br /> <br />Support Staff: Administrative Assistant (1/2 person) <br />Engineering intern – design (1/2 person) <br />Engineering intern – construction (1/2 person) <br /> <br />Using reasonable, competitive salaries, and assuming 30% cost for benefits <br />(except for the interns), an estimate of the total annual cost for the staff listed <br />above is $517,700 per year. See attached cost break down. <br /> <br />Based on the above information, the City would spend more ($517,000) <br />on a limited, 9-person staff for the program, compared to the estimated <br />$480,000 annual cost for a consultant, with a breadth and depth of <br />personnel such that more than 50 staff can work on an individual project. <br /> <br />Once the City had identified the staff positions it needed, those positions must <br />be filled. Just creating these positions does not mean that the City will be <br />successful in filling them. Issues that the City would face in filling the positions <br />include: <br />• The market for engineering personnel is very competitive. Will the City <br />even receive applicants? <br /> <br />• If the City did receive applicants for the positions, will they have the <br />desired qualifications? And will they be potential good hires? <br /> <br />• If the City can find good, qualified personnel for the positions, will they <br />have experience with reconstruction projects? <br /> <br />Reconstruction projects are among the most detail-oriented and <br />challenging projects that a municipality typically encounters. In <br />comparison, BRAA has done a large number of reconstruction projects, <br />going back at least to the early 1990’s with their first reconstruction <br />projects in Woodbury and Eagan. The team from BRAA that would <br />perform the work for Mounds View has done at least 10 reconstruction <br />projects. <br /> <br /> <br />4. Additional Expenses <br />In addition to the personnel the City would need to retain, there would be other <br />expenses as well. These include: <br />• Office space <br />• Office equipment & computer hardware <br />• Computer software and license fees for programs such as Autocad <br />• Plotters / printers to produce the drawings
