Special Event Report <br />July 7, 2008 <br />Page 2 <br /> <br />The other reason this is being discussed at a worksession is to confirm that the Council <br />remains comfortable with the definition of a special event remains appropriate. By this I <br />mean, a special event will always have an alcohol component. If a circus wants to <br />come to town, or a carnival, fair, show, dance or other large outdoor public <br />entertainment event, as long as no alcohol is provided or served, no permit would be <br />required. <br /> <br />One final question to consider is whether a public event at one of our businesses <br />licensed for on-sale liquor sales would first need to obtain an outdoor liquor <br />endorsement in addition to or in conjunction with the special event permit. <br /> <br /> <br />Recommendation: <br /> <br />Discuss the revisions and consider the appropriate number to insert in Section 611.02, <br />Subd 1. <br /> <br />If the City Council is comfortable with the proposed revisions and has determined the <br />appropriate number and is satisfied with the scope of the activities which would require <br />a permit, staff will add the item to the July 14, 2007 City Council agenda for positive <br />consideration.
