Mounds View, Minnesota Project No: 435-08132-0 <br />Red Oak Dr. (Long Lake Rd. to Hillview Rd.) Traffic Calming Page 3 <br />A choker at the north and south end of Red Oak Drive (i.e. at Long Lake Road and Hillview Road) could be <br />used to narrow the intersection. This would give Red Oak Drive the appearance of a smaller residential <br />street, rather than a thoroughfare, and may deter cars from using it. <br />The block on Red Oak Drive, between Long Lake Road and Ardan Avenue is approximately 2,300 feet long. <br />This is a long block and is where we assume most of the excessive speed occurs. Mid-block chokers could <br />be placed on this block. Spacing the chokers approximately 200 to 300 feet apart, as recommended, would <br />result in approximately eight chokers. However, their effectiveness would be limited due to the fact that the <br />street can only be narrowed to 26 feet in width to meet State Aid standards, rather than the recommended <br />18 to 20 foot width. To improve their effectiveness, sharp vertical elements, such as trees, should be <br />considered at each choker. <br />The installation of a “No Right Turn” sign on Long Lake Road, just west of Red Oak Drive, to restrict cut- <br />through traffic at certain times would be a cost effective measure to help reduce traffic on Red Oak Drive. <br />The cost to furnish and install the signs would add approximately $300 to the project cost. An issue that <br />needs to be discussed is what to do about local residents who live on Red Oak Drive.
