Item No. 1 <br />Meeting Date: November 3, 2008 <br />Type of Business: WS <br />City Administrator Review _______ <br />City of Mounds View Staff Report <br />To:Honorable Mayor and City Council <br />From:Joe Rhein, Consulting Engineer <br />Item Title/Subject:Streets and Utilities Committee: 2009-2010 Street <br />and Utility Project Design Issue Update – Red Oak <br />Drive Sidewalk Location <br />Background: <br />On February 11, 2008 the City Council adopted Resolution 7223 creating the <br />Streets and Utilities Committee. On March 24, 2008 the City Council approved <br />Resolution 7245 appointing the members to the Streets and Utilities Committee. <br />The Streets and Utilities Committee held their first meeting on April 21, 2008, and <br />has since met on May 19, June 16, June 30, July 21, August 18, September 15, <br />and October 20, 2008. <br />On July 28, 2008 the City Council adopted Resolution 7307 regarding several <br />design issues on the 2009-2010 Street and Utility Improvement Project (SUIP). <br />Included in that Resolution was the provision that Red Oak Drive north of Hillview <br />Road would have a shared use parking and pedestrian/bicycle lane. <br />On August 25, 2008 the City Council adopted Resolution 7327 which established <br />that the shared use lane would be located along the west side of Red Oak Drive <br />north of Hillview Road. <br />On October 27, 2008 the City Council adopted Resolution 7348 which <br />established the lane configuration for Red Oak Drive between Hillview Road and <br />County Highway 10. The approved lane configuration includes three lanes, with <br />no provision for an on-street shared lane for pedestrian/bicycle users. <br />Discussion: <br />Red Oak Drive is identified as a proposed corridor on the Comprehensive Trails <br />and Sidewalks plan. As part of the 2009-2010 SUIP, is it proposed that <br />pedestrian and bicycle traffic for the segment of Red Oak Drive from Long Lake <br />Road to Hillview Road will be provided for by an on-street lane along the west <br />side of the street.
