Silver Lake Road south of County Road 10 includes an existing concrete <br />sidewalk along its east boulevard. There is also a short segment of bituminous <br />trail along the west boulevard of Silver Lake Road, extending south from County <br />Road 10 across a portion of the frontage of the CVS Pharmacy property. <br />Existing crosswalks across County Road 10 are located on both the east and <br />west sides of the intersection at Silver Lake Road / Red Oak Drive. <br />The issue for consideration is how the pedestrian/bicycle movements will be <br />accommodated along the segment of Red Oak Drive from Hillview Road to <br />County Road 10. Due to the higher traffic volumes and proposed lane <br />configuration for this segment of Red Oak Drive, it would not be appropriate to <br />utilize an on-street lane for the pedestrian/bicycle users. <br />Therefore the question becomes, does the City wish to create a sidewalk along <br />the boulevard of Red Oak Drive between Hillview Road and County Road 10? If <br />so, does the City wish to have the sidewalk on the east boulevard, the west <br />boulevard, or along both boulevards? <br />August Streets and Utilities Committee Meeting <br />Staff presented an overall memo on the segment of Red Oak Drive South of <br />Hillview Road to the Streets and Utilities Committee at their August 18, 2008 <br />meeting. Included in that memo was a discussion on the pedestrian corridor. <br />Due to its length, the complete memo has not been included with this Staff <br />Report. However, the portion of the memo concerning the pedestrian corridor <br />has been excerpted and is attached for reference. <br />As noted in the memo, the original Staff recommendation was to construct a <br />sidewalk along the west boulevard. Figure 1 from the memo is also included with <br />this Staff Report. The figure shows the preliminary layout for a 6.5-foot wide <br />sidewalk on the west side of Red Oak Drive, adjacent to the back of curb. <br />Upon review at their August 18, 2008 meeting, the Committee asked whether the <br />sidewalk could be constructed on the east side of Red Oak Drive. Reasons cited <br />as being advantageous for the east side included: <br />1. The sidewalk would align with the sidewalk on the east side of Silver Lake <br />Road south of County Road 10. The bituminous trail along the west side of <br />Silver Lake Road ends only approximately 150 south of County Road 10 <br />at the entrance to CVS Pharmacy. <br />2. The sidewalk would accommodate the MTC bus stop on Red Oak Drive <br />just south of Hillview Road. An off-street sidewalk would provide a safer <br />place for pedestrians to stand while waiting for or getting off the bus.
