Memorandum <br />To:Streets and Utilities Committee Members <br />From:Design Team <br />Date:10/10/08 <br />Re:Red Oak Drive South of Hillview Road – Sidewalk Location <br />File No.:435-08132-0 <br />The Streets and Utilities Committee discussed the configuration of Red Oak Drive south <br />of Hillview Road at the August 18 and September 15, 2008 Committee meetings. At the <br />September 15th meeting, the Committee passed a motion recommending constructing <br />Red Oak Drive to three lanes (i.e. 1 northbound thru lane, 1 southbound left turn lane, <br />and 1 southbound thru-right turn lane) between Hillview Road and County Road 10. This <br />is the proposed ultimate configuration based on the 2005 CSAH 10 Corridor Study. <br />Red Oak Drive has been identified by the City as a pedestrian/bicycle corridor. With the <br />layout of the lanes on Red Oak Drive having been determined, the Committee next <br />asked about the location of the corridor in this area. On Red Oak Drive north of Hillview <br />Road, the corridor will be on the west side of the road in the form of a dual use <br />parking/pedestrian/bicycle lane. Because there is no need to provide parking on Red <br />Oak Drive south of Hillview Road and because this segment experiences twice the <br />amount of traffic than the segment north of Hillview Road, the corridor was <br />recommended to be an off-street sidewalk adjacent to the back of curb. <br />Therefore, the Committee needs to determine which side of the road the sidewalk <br />should be placed. Staff originally recommended that the sidewalk be constructed on the <br />west side of Red Oak Drive to align with the proposed parking/pedestrian lane on the <br />west side of Red Oak Drive north of Hillview Road. This location was also recommended <br />because there is more room within the right-of-way on the west side of Red Oak Drive. <br />The Committee asked whether the sidewalk could be constructed on the east side of <br />Red Oak Drive. A reason for changing the location to the east side would be to line the <br />sidewalk up with the sidewalk on the east side of Silver Lake Road, south of County <br />Road 10. The west side of Silver Lake Road has a bituminous trail that connects to <br />County Road 10, but it ends only approximately 150 south of County Road 10 at the <br />entrance to CVS/Pharmacy. Another reason is to accommodate the MTC bus stop on <br />Red Oak Drive just south of Hillview Road. An off-street sidewalk would provide a safer <br />place for pedestrians to stand while waiting for or getting off the bus.
