Item Number: 5 <br />Meeting Date: January 5, 2009 <br />Type of Business: WS <br />Administrator Review: _____ <br /> <br /> City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Clerk-Administrator <br />Item Title/Subject: Review Appointment Process for Commissions and Committees <br /> <br /> <br />Background: <br /> <br />During the December 22, 2008, City Council Meeting, the City Council requested to <br />discuss the process of appointing members to various commissions and committees. <br />Below is the process of the various Commissions and Committees in accordance with <br />the City Code: <br /> <br />Planning and Zoning Commission <br /> <br />§401.02 Subd. 1. Membership; Terms: <br /> <br />The Planning and Zoning Commission shall consist of seven (7) members from the <br />resident population of Mounds View, other than persons elected to a public body, to be <br />appointed by the City Council, and based on the recommendation of the Planning <br />and Zoning Commission, from the applications submitted. The appointees shall have <br />three (3) year staggered terms; at least two (2) of these terms, but not more than three (3) <br />terms, shall expire each year on December 31. Based upon the recommendation of the <br />Planning and Zoning Commission, the City Council, shall appoint a chairperson. <br /> <br /> <br />Police Civil Service Commission <br /> <br />§404.02., Subd. 1: Membership; Oath; Term; Compensation: <br /> <br />Appointments and Terms: Each member shall be appointed by the City Council from <br />applications submitted. When first appointed, one (1) Commissioner shall be appointed <br />for one (1) year, who shall be president of the Commission, one (1) for two (2) years and <br />one (1) for three (3) years. Each Commissioner shall hold their office until a successor is <br />duly appointed and qualified. There shall thereafter be one (1) member of the <br />Commission appointed each year for a term of three (3) years, and each shall, during the <br />last year of their term, be president of the Commission. <br /> <br /> <br /> <br />
