Parks and Recreation Commission <br /> <br />§ 405.02., Subd. 1: Membership; Oath; Compensation: <br /> <br />Appointment of Members: The Commission shall consist of seven (7) members <br />appointed by the City Council and based on the recommendation of the Parks and <br />Recreation Commission, from the applications submitted. Based upon the <br />recommendation of the Parks and Recreation Commission, the City Council shall appoint <br />a chairperson. <br /> <br />Economic Development Commission <br /> <br />§ 408.03., Subd 1: Composition, Members, Qualification of Members, Terms of Office: <br /> <br />The Commission shall be composed of seven (7) equal voting members, including three <br />(3) business representatives and four (4) residents, appointed by the Authority Board <br />of Commissioners based on the recommendation of the Economic Development <br />Commission, from the applications submitted. Members shall have diverse <br />qualifications with practical experience consisting of, not limited to, but including one (1) <br />of the following areas: economics, finance, accounting, real estate, social services and <br />marketing. <br /> <br />The Cable Committee and the Streets and Utilities Committee do not have provisions in <br />the City Code that outline the appointment process. Charter Commission members are <br />appointed by the District Judge to four-year overlapping terms. <br /> <br /> <br />Discussion: <br /> <br />Valerie Amundsen, a member of the Streets and Utilities Committee, voiced some <br />concerns that members of various commissions/committees, whose seats were expiring, <br />were voting/making recommendations on their own seats. Is it appropriate for <br />committee/commission members, who are interested in re-serving, be making a <br />recommendation about their own appointment? Should there be term limits for <br />committee/commission members? <br /> <br />If the City Council wishes to revise the City Code in regard to commission <br />appointments, Staff could have a first reading ready for the City Council as early as the <br />January 26, 2009, City Council Meeting. <br /> <br />Respectfully submitted, <br />Desaree Crane <br />
