Item No: 06 <br />Meeting Date: June 1, 2009 <br />Type of Business: Work Session <br />Administrator Review: _________ <br />City of Mounds View Staff Report <br />To: Mayor and City Council <br />From: Desaree Crane, Assistant City Clerk-Administrator <br />Item Title/Subject: Residential Kennel License <br /> <br /> <br />In accordance with the Mounds View City Code §701.03, subd. 10(a), any premises <br />where three (3) or four (4) dogs over six (6) months of age are owned, boarded, bred, <br />kept, or harbored must obtain a Residential Kennel License approved by the City. The <br />City is starting to see an increase in Residential Kennel License applications, and Staff <br />feels that this may be a good time to re-examine the City Code in regard to Residential <br />Kennel Licensing. <br /> <br />Staff researched area cities on their requirements for Residential Kennel Licensing. <br />Below are the findings: <br /> <br />CITY REQUIREMENTS <br />Coon Rapids The City of Coon Rapids allows two <br />(domesticated) pets (dogs or cats in any <br />combination) per household. Beyond the two <br />pets, they have to obtain a multiple pet permit. <br />There is no limit in the ordinance, but the <br />multiple pet permit committee has the authority <br />to limit the number. The City of Coon Rapids <br />does have a kennel license provision in their <br />City Code, but it is solely for the purpose of <br />commercial or retail enterprises like a pet store, <br />doggie day care, or animal boarding. <br />Ham Lake <br /> <br /> <br /> <br /> <br />For residential lots containing between one <br />acre and 2.5 acres, a maximum of four dogs is <br />allowed. For lots in excess of 2.5 acres, a <br />maximum of six dogs will be allowed. <br />Little Canada Little Canada allows 3 animals per resident. <br />Little Canada just amended the code to allow a <br />fourth dog if all four animals are register Pet <br />Therapy Animals. <br />Maplewood Residential property owners are allowed 2 <br />dogs and 2 cats. The third animal requires a <br />kennel license. <br />Mendota Heights The City allows 3 dogs per residential property. <br />They do not allow kennels. <br />Mound Not more than 3 dogs/cats over six months of <br />age shall be kept on any one premises. No <br />Kennel License. <br />Roseville <br /> <br /> <br /> <br />2 dogs are allowed. Three or four dogs require <br />a license.
