CITY REQUIREMENTS
Shoreview No person shall keep more than 3 dogs, 3 cats,
3 Vietnamese Pot Bellied Pigs or 4 chickens on
residentially zoned property. The total number
of combined licensed animals per residentially
zoned property shall not exceed 4, with
chickens considered as 1 licensed animal.
Spring Lake Park Allows 3 dogs over the age of 6 months. If
they want more than 3 dogs, then they must
apply for a kennel license.
Vadnais Heights No person shall keep more than 3
domesticated animals (of which 2 are dogs) on
the same premises, unless a kennel license
has been obtained.
Woodbury The City of Woodbury allows 3 domesticated
animals. Woodbury does not have a
Residential Kennel License provision in their
Code.

The City currently has six (6) Residential Kennel Licenses, and one (1) Commercial
Kennel License. Of the six (6) Residential Kennel Licenses, five have three (3) dogs on
the premises, and one has four (4) dogs on the premises.

Items for Discussion

Below are some initial findings that Staff feels may interest the City Council.

• Many cities require cats to be licensed. There are no provisions in the Mounds
View City Code pertaining to licensing cats. Would the City Council be interested
to add the provisions of licensing cats in the City Code?

• Many cities allow 3 domesticated animals in a residential area. Some cities
require a Residential Kennel license after 3 dogs/domesticated animals, and
some do not allow Residential Kennel Licensing at all. Would the City Council be
interested in allowing more that 2 dogs in a residential area without a special
license or permit? Would the City Council include cats in the number?

• Would the City Council be interested in only allowing a certain number of
dogs/cats without any Residential Kennel provisions? In other words, the City
could authorize only 3 dogs/cats without allowing residents the option for more
dogs/cats by applying for a Residential Kennel License.

If the City Council wishes to revise the City Code pertaining to Residential Kennel
Licensing, then Staff could have an Ordinance available for a first reading as early as
June 22nd City Council Meeting. Attached is the City Code Chapter 701 for your
reference.

Respectfully submitted,
Desaree Crane
