<br />Item No: 9 <br />Meeting Date: 6/1/2009 <br />Type of Business: Council Work Session <br />Administrator Review: _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br /> <br />From: Ken Roberts Community Development Director <br /> <br />Item Title/Subject: City Code Enforcement Program <br /> <br />Date: May 28, 2009 <br /> <br />Introduction: <br /> <br />Staff wanted to provide the City Council with an update on code enforcement activities and <br />discuss code enforcement issues in Mounds View. <br /> <br />Discussion: <br /> <br />There are several matters and topics about code enforcement that staff wants to review and <br />discuss with the City Council. These include: <br /> <br />1. Priority and Importance. <br />2. City staffing. <br />3. Fines and abatements <br /> <br />Priority and Importance <br /> <br />The survey of City residents last fall confirmed the importance of code enforcement to <br />those who responded to the survey questions. In addition, the City Council added code <br />enforcement as an additional goal for City action and emphasis during the retreat in <br />February. The Council also has recently heard from a few residents about the importance <br />to them of code enforcement and property improvement. Based on all this information and <br />resident feedback, it is clear that code enforcement is a top priority for the City Council. If <br />this is true, then the Council and staff will need form a plan to address this matter. <br /> <br />City Staffing <br /> <br />As the Council is aware, Jeremiah Anderson is the city’s full time code enforcement and <br />housing inspector. In this role, he is the lead person coordinating and doing code <br />enforcement in Mounds View. He told me that he dedicates about 60 percent of his time in <br />the spring and summer to code enforcement activities. The rest of the year, he said that <br />about 40 percent of his time is for code enforcement. His other primary duties involve <br />housing inspections, including the inspections for all the rental housing in the City. <br />
