Code Enforcement Staff Report
June 1, 2009
Page 3

the AO increases each time. In extreme cases, the City will abate (clean up) a property if
the owner fails to do so in a timely manner. The City will then certify the costs of the
abatement to the property taxes of the property in question as a special assessment.

Based on this information, does the City Council believe that the present fine structure is
appropriate or would an increase in the fines help achieve more code compliance?

Recommendation:

Staff requests direction from City Council about the code enforcement program.
Specifically, staff requests feedback and direction about:

1. Creating a more effective system to address code enforcement and code
compliance issues in Mounds View (because code enforcement is a priority of
the City Council and is a strong concern of many residents).

2. City staffing for code enforcement activities in Mounds View.

3. Increasing the fines the City charges for administrative offenses.

Respectfully submitted,

Ken Roberts
Mounds View Community Development Director
