3 <br />e) To produce, oversee, and evaluate, and assist in television programming <br />endeavors on the government access cable channel. <br />f) To communicate programming objective(s) to the City Council. <br />g) To develop an awareness of the government access cable channel through public <br />relations efforts in the local press, city newspaper and metro press. <br />h) To encourage individual residents and institutions to make use of the government <br />and community access cable channels. <br />i) To work in concert with the North Suburban Access Corporation and the North <br />Suburban Cable Commission to help facilitate community programming in the <br />ten-city franchise area. <br />j) Serves as a liaison to the North Suburban Cable Commission. <br />k) To help develop and initiate television programming of area-wide Mounds View <br />significance in conjunction with other cities of the North Suburban Cable <br />Commission. <br />ARTICLE IIIV. <br />OFFICERS <br />Section 1. ELECTION of OFFICERS: The following officers shall be elected <br />each calendar year on or before the first regularly scheduled meeting in January: Chair, <br />Vice-Chair, and Second Vice-Chair, and Secretary. Terms are for two years unless re- <br />elected. For each office, the Chair shall invite nominations from Cable Committee <br />members. After nominations have been received, the Chair shall entertain a motion to <br />close nominations. If such motion is made and passed, and more than one nomination <br />has been made, the Chair shall distribute ballots to the Cable Committee members and <br />each member shall write his or her selection on the ballot. The Secretary shall tally the <br />ballots and announce the nominee receiving the most votes. In the event of a tie, the <br />Secretary shall announce the nominees tied in the voting and balloting shall be repeated <br />until an election occurs. If only one nomination has been received, the Chair may <br />conduct the voting by voice vote. If a majority of the members present vote in the <br />affirmative for the nominee, the nominee shall be elected. <br />Section 2. OFFICER VACANCIES: MVCC Cable Committee members must <br />fill vacancies occurring in the officers’ positions. <br />Section 3. DUTIES of OFFICERS: <br />a) Chair: The Chair shall preside at all meeting of the MVCC Cable Committee. The <br />Chair shall serve under the supervision and direction of the MVCC Cable <br />Committee. The Chair shall have shall the powers and perform duties that the <br />MVCC Cable Committee may from time to time prescribe. <br />b) Vice-Chair: In the absence of the Chair at a regularly held MVCC Cable <br />Committee meeting, the Vice-Chair shall preside at the meeting. The Vice-Chair <br />shall exercise and perform the authorities and duties of the Chair in the event of the <br />latter’s absence, death, disqualification, or incapacity until the MVCC Cable
