2 <br />be volunteers and have an interest in and willingness to assist in the production of cable <br />programming. <br />Section 2. APPOINTMENT PROCESS. The Mounds View’s City Council <br />(hereinafter referred to as “City”) in conjunction with the MVCC Cable Committee shall <br />advertise through its usual and customary channels for interested parties to serve on the <br />MVCC Cable Committee. Each MVCC Cable Committee member shall be appointed by <br />the City Council, based on the recommendations of the Cable Committee MVCC, from <br />the applications submitted. <br />Section 3. TERMS OF OFFICE: Appointments shall be made for three-year <br />staggered terms in office. Terms in office begin in January of the year they he/she are <br />appointed. If there are five Cable Committee MVCC members, two shall be appointed <br />for three-year terms; two more the next year for three-year terms and in the third year, <br />one is appointed for a three-year term. If there are six Cable Committee MVCC <br />members, two shall be appointed for three-year terms; two more the next year for three- <br />year terms and in the third year, the last three are appointed for three-year terms. If there <br />are seven MVCC Cable Committee members, the distribution is two, three and two. <br />Section 4. VACANCIES: Any committee Cable Committee member who is unable <br />to fulfill their three-year term of office on the MVCC Cable Committee shall notify the <br />chair of the MVCC Cable Committee who will go through the appointment process <br />established by the City to ask for applicants to fill the remaining term of office of the <br />retiring member. A new appointee will be made as soon as possible to complete the <br />departing committee member’s term in office. <br />Section 5. SUBMISSION OF MEMBERS’ EXPENSES: Any expense that may be <br />incurred by any member of the MVCC Cable Committee shall be required to have pre- <br />approval by a majority the MVCC Cable Committee. in conjunction with approval from <br />the Mounds View Cable Television Coordinator. Claim forms shall be filled out by the <br />Cable Committee member and submitted to the Cable Television Coordinator approved <br />in the same manner as other claims. <br />Section 8. DUTIES OF THE MVCCCABLE COMMITTEE. The MVCC Cable <br />Committee duties are as follows: with advice/input from the Mounds View Cable <br />Television Coordinator are outlined below which may be expanded/contracted depending <br />on the needs of the City: <br />a) To advise the City Council regarding issues relating to the the programming of <br />the government access cable channel. <br />b) To provide an informational and public relations outlet for the city government <br />through the use of government access cable channel <br />c) To develop and work toward an understanding of the benefits of the government <br />access cable channel community television as a communications medium. <br />d) To provide Mounds View residents the opportunity to understand their <br />community more fully and to participate more successfully in community life.
