OFFICIAL PROCEEDINGS -3- SEPTEMBER 20 , 1993
includes the frontage road work, but does not include any drainage
work or right-of-way acquisition.
Mayor Linke asked about the maintenance costs. He mentioned that at
other intersections, the City of Moundsview shares the maintenance
costs with Ramsey County and MNDOT, and perhaps some agreement will
have to be worked out between the Cities of Spring Lake Park and
Moundsview and the Counties of Anoka and Ramsey along with MNDOT.
Mr Anderlik added that that would be the case here too, to cover
the costs of re-lamping, painting, etc.
Mayor Wells stated that part of the problem on the south side of
the intersection is that, as you will note on your plans,
Pleasantview kind of drops down into McKinley Street in the trailer
park. However, at this point McKinley Street is not a public
street but belongs to the trailer park. What Mr Anderlik was
referring to in regard to Old Central is that MNDOT has proposed to
the City of Spring Lake Park, to make Old Central a four-lane road
from 81st to where it wraps around south of Highway 10 with the
intent to dirvert some of the traffic from the 81st & Highway 65
intersection. We think that because Old Central is an Anoka County
road they should be approached to share in this project.
Moundsview Councilmember Trude asked if the senior housing proposal •
was the reason to bring this issue to their attention at this time.
Mayor Wells replied that this was not the primary reason. That the
City has had an ongoing discussion with the Fire Chief since the
relocation of the Fire Department at this intersection. It has
become a real safety issue and with signalization and the Opticon
system it would give the fire vehicles more control of traffic.
Councilmember Trude stated that the three-city Fire Department
would actually be the primary beneficiary of this signalization at
Pleasantview and Highway 10. She stated that simply looking at the
residential area, she could not see where the signal would benefit
the City of Moundsview in any other way.
Councilmember Trude questioned what would become of the property if
the senior housing did not go in there.
Mayor Wells responded that he did not know, however the highway
department does seem interested in closing off the access to West
Highway 10 in this area, if not signalized, and allowing an east-
bound right-turn-only to the commercial area, closing off the
access to Sunset Road and making Pleasantview Drive the only access
for the businesses in this area.
Councilmember Trude commented that she understood that this would 411
benefit the businesses in Spring Lake Park.
