This proposal will be <br /> coming before the Blaine council shortly, and probably before these <br /> councils as well. Spring Lake Park currently has the Opticon <br /> system installed at the intersection of 81st Avenue and Highway 65, <br /> primarily for our Police department, however, it will be ready for <br /> use by the Fire Department whenever they are equipped to use it. <br /> Coming before our Planning and Zoning Commission this month is the <br /> proposal for approval of a three story senior citizen housing <br /> complex on the southwest corner of Pleasantview and Highway #10. <br /> This new development, along with relieving the traffic problems at <br /> Highway 10 and Sunset, are added reasons to take another look at <br /> the signalization of this intersection. <br /> These are the primary reasons that we are being asked to take <br /> another look at this at this point in time, and why we asked you to <br /> take part in this discussion tonight. We have contacted the <br /> Minnesota Highway Department and they have furnished us, in your <br /> packets, some summary costs. At this point they are talking 50% to <br /> be their share, with 25% coming from the City of Spring Lake Park <br /> and 25% from the City of Moundsview. Also, on the south side, <br /> Pleasantview is in Ramsey County and we may get them involved also. <br /> At this point, . the Mayor turned the floor over to Joe Anderlik, <br /> • Engineer for the City of Spring Lake Park. <br /> Mr Anderlik explained that the signalization of this intersection <br /> has come up again, logically, because of the location of the fire <br /> station and now with the proposal of the senior housing, it is <br /> doubly prudent to take another look at this issue. We feel that <br /> this project is highly appropriate and it does impact the city of <br /> Moundsview on the north side. As was previously mentioned, Ramsey <br /> County should be approached to share in the funding. And he also <br /> feels that we should contact Anoka County, as Old Central which is <br /> a County road, ties in with this intersection also. The Fire <br /> Department did put together a cost estimate of $420,000, this does <br /> not include the storm sewer or the acquisition. I might just add <br /> that if the senior citizen housing goes ahead as proposed, we might <br /> just be able to finally solve the drainage problem which exists on <br /> the north side of this intersection. There are some funds <br /> available for this work, however it may be some time before they <br /> are readily available, such as high-hazard safety funds. We would <br /> have to make application, and as I understand it, it would be 1996 <br /> before the money would be available. There will be other hazard <br /> sites in the state of Minnesota also applying, so it will be some <br /> time before those funds would be available. <br /> Moundsview Mayor Linke asked if the $420,000 figure would include <br /> the road work on the south side of the intersection all the way to <br /> McKinley street, or is that just the intersection. <br /> Mr Anderlik replied that it is his understanding that that estimate <br />
