OFFICIAL PROCEEDINGS -9- SEPTEMBER 20 , 1993 •
should prepare a budget and run the department within those
guidelines. Somehow when we get the reports from the Parks and
Recreation Departments of our two cities, I never see a balance
carried forward and yet the funds are there.
Mayor Wells added that he had one more point he would like to
discuss tonight and that is the administration of the park. We
would gladly exchange this task with Moundsview from year to year,
however it seems that we have borne the brunt of the administration
of the park the last few years. Unfortunately Jay McCluskey, Parks
and Recreation Supervisor, is not here tonight due to a family
emergency, but we would be happy to sit down with you at a later
date and work out the arrangements.
Mayor Linke agreed, saying that it would be good to get the two
staffs together, and also, they would like to get their Public
Works people more involved. The problem comes from switching over
the check books and bookkeeping when changing from one city
management to the other. However, he agreed to bring it up to his
staff at their regular Council meeting.
Mayor Linke stated that he had one more item he would like to
discuss tonight, and that is the Fire Department training. Last
week or so, we were asked to approve a new Joint Powers Agreement
that drops Columbia Heights from that training process. This 410
dropped the cost of this facility down from $200 .000 to $150,000 .
Right now I am holding up the signing of the document because if
troubles me that we, the cities involved, do not have more control.
We know nothing about it, it is the Chief's Association that is
doing it and I believe that the cities need more control. It will
be coming back to you, and I feel that at that time, we the cities
involved, and from where the taxes will be generated, we need to
have more control over this facility.
Mayor Wells added that when this project came into being, there
were promises made, befor the whole thing got off the ground. The
three councils were asked to pass on certain requirements that were
then not put in the agreement. It does seem that the joint fire
department is being run by the Chief's Association, and we feel
that there should be people from the three cities affected on the
governing board.
Mayor Linke suggested a freeze on signing the Joint Powers
Agreement until both councils were able to sit down and discuss the
problems more, and see if the fire department equipment is in the
name of the three cities.
Councilmember Mathiowetz suggested that some of the older equipment
was to be sold to offset the bonds.
Mayor Wells stated that we need to get the three cities that are III
involved together to demand representation in administering the
