He stated that Moundsview will <br /> address this issue at their regular Council meeting. <br /> Councilmember Blanchard reiterated that her concern was that the <br /> people who originated the park not be forgotten. <br /> Mayor Wells agreed, stating that no matter what the Lions have <br /> done, we will and should alway remember the original founders. <br /> Mayor Linke asked if there should be some kind of plaque or sign <br /> remembering the founders. Mayor Wells agreed. <br /> Mayor Wells added that Spring Lake Park will also be bringing this <br /> issue back to their regular council meeting for discussion as no <br /> final decision has been made. They invited the Moundsview Council <br /> here tonight for discussion purposes only and to bring this issue <br /> back to thier attention. <br /> Mayor Wells stated that he would like to bring up one more thing in <br /> regard to Lakeside Park and that is the annual budget. He is <br /> 410 having one problem with this and that it that every year each of <br /> our cities automatically put the $7,500 into the park fund, without <br /> the Parks & Recreation coming up with a budget showing how much <br /> they will need and for what purpose. It seems this amount is <br /> continually being carried forward each year, and up until three or <br /> four years ago, it was there for use when needed, but not being <br /> reported as in reserve. I am just a little uncomfortable with <br /> funds in reserve, as past experience with our friend over in St <br /> Paul has taught us. I don't wantto see us lose any funds that are <br /> set aside. <br /> Mayor Linke commented that he is in favor of having some reserve, <br /> or. "in case" money set by and is not in favor of spending down to <br /> a zero figure or near zero figure. This really worries him. <br /> Councilmember Trude asked what the in-reserve figure was at this <br /> time. <br /> Mayor Wells replied, about $6,000. <br /> Councilmember Wuori stated that we can not always count on the <br /> cooperation of the weather and some days the life guards have to be <br /> sent home because of water problems, i.e. water levels or condition <br /> of the water, so we need some flexibility. <br /> 410 Mayor Wells stated that he expected the Parks and Recreation <br /> Department to be run just like any other department, and that they <br />
