Ms. Samantha orduno 3 August 13, 1993 <br />For the other borings on the course, we will describe the soil <br />conditions that we encounter and discuss the use of these soils for <br />embankment fill. our report will conclude with a discussion of <br />construction considerations related to foundations and earthwork for <br />the project. <br />B. PHASE I ENVIRONMENTAL SIT£ ASSESSMENT <br />The primary purpose of a Phase I ESA is to determine the possibilities <br />of existing environmental concerns in an existing building or in the <br />soil and/or groundwater system, based on previous and current uses of <br />the subject site and nearby properties. However, a Phase I ESA is not <br />to be considered as a guarantee or warranty that there never has been <br />or never will be an environmental problem on the site. In our report, <br />we will present our observations and, following currently accepted <br />industry standards, present our opinions regarding the environmental <br />conditions of the site. <br />our Phase I ESA will consist of the following elements: <br />1. We will request and review a property file <br />evaluation from the Minnesota Pollution Control <br />Agency (MPCA) for information indicating a release <br />or threatened release of hazardous substances, <br />pollutants or contaminants at or near the subject <br />property. The evaluation includes a review of the <br />current list of MPCA registered underground <br />storage tank (UST) sites, the MPCA Reported UST <br />Leak Sites list and a list of MPCA Reported Spill <br />and Leaks within a one mile radius of the site. <br />2. We will request and review a FINDS list of the <br />licensed hazardous waste generators in the nearby <br />zip code area from the U.S. Environmental <br />Protection Agency (EPA) Region V office in <br />Chicago, Illinois. <br />3. We will observe the site and site buildings, if <br />safely accessible, for the storage of known <br />hazardous materials, the presence of suspected <br />asbestos -containing materials (ACM), <br />polychlorinated biphenyls (PCBs), or other <br />materials that may pose a threat to the <br />environment. Please provide us with access into <br />the buildings you wish to have observed. An EPA <br />Accredited Asbestos Inspector would observe the <br />building for suspected ACM. <br />4. We will contact the City of Mounds View for an <br />interview to discuss the current activities and <br />previous uses of the site. <br />
