G. <br />1:0 <br />Membership: <br />1. Residents of the four cities who have reached age 55, have completed <br />a membership application, and have paid annual membership dues <br />determined by the senior management board. <br />2. Privileges of membership include the right to participate in election of <br />committee members, the right to participate in election of a senior <br />representative to the governing board, and such other privileges and <br />responsibilities as may be determined by the senior management board. <br />Responsibilities of Four Cities: <br />1. Funding: <br />a. Funding for the operation of the regional senior center will be <br />derived from a combination of governmental and private sector <br />grants, proceeds from a senior center endowment fund, <br />membership dues, rental income, interest income, and other <br />income sources. <br />b. By July 1 of each year, t <br />estimates of revenue that <br />operating budget (including <br />senior center. <br />ie governing board shall provide <br />s needed to fund the next year's <br />any debt service) for the regional <br />C. Revenue needs shall be met by the four cities in proportion to <br />their total population and their senior population (population <br />over age 55). The following formula will be used in calculating <br />each city's financial contribution to the operation of the regional <br />senior center: <br />Percent of total popnl tion in the four cities plus the <br />percent of population uver 55 in the four cities divided <br />by 2. <br />d. The most recent United States census of population shall be <br />used in calculating the above formula through the fifth year of <br />any decade. Beyond that, population estimates provided by the <br />Metropolitan Council shall be used for this purpose. <br />
