DEPARTMENTAL BUDGET NARRATIVE <br /> • <br /> FUND: General <br /> DEPARTMENT: Community Development <br /> DEPARTMENT OBJECTIVE <br /> The reorganization of the former Public Works/Planning & Engineering Department <br /> into two separate divisions has resulted in the creation of the Community Development <br /> Department.—_Header by -the City Planner,, the Department—includes—the—Building <br /> Inspector, Engineering Aide and Recycling Coordinator/Code Enforcement Officer. <br /> The primary objective of the Community Development Department is to coordinate <br /> development and use of land within the City to be consistent with the Comprehensive <br /> Plan, Zoning Ordinance, Building Codes,Housing Codes and Development Regulations <br /> of the City. Additionally, administration of all Recycling and Solid Waste Disposal <br /> activities are coordinated through the Department. <br /> DEPARTMENT ACTIVITIES <br /> • Major activities of the Department include the daily administration of applicable City <br /> codes as they pertain to land use within the City. The City Planner, Building Inspector <br /> and Engineering Aide review zoning applications, special use permits and building <br /> permit applications as regulated by various City and State codes relating to building <br /> safety, fire code requirements, setbacks, land use and'similar issues. The Department, <br /> in coordination with the Public Works Department, also reviews the issues involved with <br /> major developments and reports to the Planning Commission and the City Council <br /> regarding those proposals and their impacts. All efforts associated with recycling and <br /> reduction of the solid waste stream are also coordinated through the Community <br /> Development Department. <br /> DEPARTMENT GOALS <br /> - Finalize updates to Zoning and Sign chapters of the Mounds View Municipal Code. <br /> - Begin a comprehensive housing inventory and analysis program. <br /> - Develop program for the amortization of non-conforming land uses. <br /> - Catalog City infra-structure on the Geographic Information System to provide <br /> • computerized reference for all land parcels in the City. <br />
