November 29, 1993 <br />The Honorable Geri Evans <br />State office Building <br />St. Paul, Minnesota 55155 <br />Dear Representative Geri Evans; <br />The purpose of this letter is to confirm your attendance at the <br />Mounds View City Council's December 6, 1993 Work Session and to <br />thank you for taking the time to meet with the Council and Staff to <br />discuss the issues of concern to the City of Mounds View. <br />At the Council's November 1, 1993 Work Session, the Council <br />developed a list of legislative priorities which they consider to <br />be important for Mounds View in the 1994 Legislative Session. The <br />list includes the following issues: <br />* Increasing the filing fee and requirements for elective office <br />* Limitations on the DNR permits to remove water from area lakes <br />* Amendment of the Human Rights Law to provide law enforcement <br />officers more discretionary authority over lawful stops. <br />* Amendment to the MSA allotment procedures which currently <br />require cities to construct roadways according to standards <br />which may not be appropriate to a particular city and also <br />allow cities to spend MSA money on any road in the city. <br />* Additional restrictions on agricultural peddlers in a city. <br />Several of these peddlers pose many problems for the City, <br />yet we are not permitted to establish fees to offset the <br />cost of enforcement of our laws. <br />* Improved coordination of responsibilities regarding inspections <br />of manufactured home parks. <br />* Repeal of the State imposed sales tax on cities <br />* A realistic, reasonable and truly informative Truth In Taxation <br />Law which recognizes the budgetary process of cities and does <br />not present misleading information to residents many months <br />before a city's budget is completed. <br />
