REPRESENTATIVE GERI EVANS <br />PAGE TWO <br />NOVEMBER 29, 1993 <br />* Restructuring of the property tax formula - residential <br />properties are absorbing more of the tax burden due to the <br />tax shift from C/I properties. Also, there needs to be an <br />reviewal of County assessment practices. Values a:e often not <br />consistent within and across city boundaries; and, to <br />frequently, the values established are too high for a property <br />owner to absorb in a one year cycle. <br />* Clarification of the restrictions on employee use of city -owned <br />vehicles <br />* No reopener of Pay Equity <br />* Define timeline and funding for the turnback of County roads to <br />municipalities <br />* Examination of Minnesota cities liabilities under the Super <br />Fund law and related state statutes. Cities need help from <br />the potentially devastating results of landfill litigations. <br />* Restructuring of the Tax Increment Law to remove restrictions <br />which are hindering cities' ability to attract and retain <br />an industrial/commercial base. <br />* A commitment, through legislative action, which places no <br />additional <br />unfunded mandates on cities and examine the need for current <br />mandates with a goal of removal of some mandates by the next <br />legislative session. <br />* Establishment of qualifications for all charter commission <br />members as well as a better system for appointments. <br />* Stricter State Nuisance Ordinance and opportunities for cities <br />to establish stricter code enforcement procedures. <br />As you can see, the City Council is very interested in discussing <br />ideas which address a comprehensive and important spectrum of <br />social and political issues. The City of Mounds View is confident <br />that by establishing an open and on -going dialogue with our elected <br />officials and sharing with them the City's concerns, the City of <br />Mounds View will be an important instrument for positive change in <br />the Metropolitan area. <br />It is always a pleasure to see you and we all look forward to our <br />meeting with you on December 6, 1993, 7:00 p.m. in the Council <br />Chambers of the Mounds View City Hall. <br />Sincerely, <br />Samantha Orduno <br />City Administrator <br />
