EQUALIZATION AID <br />Assessor's assessments of property may vary from city to <br />city, county to county. A low value results in a low tax <br />capacity and a higher tax capacity rate. Equalization aid <br />attempts to "equalize" discrepancies in value assessments. <br />The funds are not paid directly to the City, but are <br />subtracted from the City's levy to reduce the taxes <br />payable. <br />FISCAL DISPARITIES <br />Fiscal Disparities is a metro wide sharing of the benefits of <br />commercial and industrial development. Cities contribute <br />40% of the growth of the tax capacity value of their <br />commercial and industrial properties since 1971 into a <br />fiscal disparities pool. Each city then is assigned a share <br />of the pool based upon population and fiscal capacity. <br />The purpose is to equalize the commercial -industrial tax <br />base among cities in the metro area. Mounds View for <br />many years has received more tax capacity values from <br />the pool than it has contributed. The effect of this is to <br />reduce the amount of taxes local taxpayers must pay. <br />
