SUMMARY OF FINDINGS <br /> This report was prepared by the Mounds View Environmental Quality <br /> Task Force (EQTF) in response to a request from the City Council <br /> to investigate the City's options with respect to garbage and <br /> recycling collection within municipal limits. Using the Waste <br /> Management Goals as defined by the City Council and the hierarchy <br /> of waste disposal as defined by Ramsey County, the EQTF met <br /> weekly through the months of July and August 1992 to prepare this <br /> report. Meetings included input from interested residents, local <br /> trash and recycling companies, and interested business persons . <br /> The major recommendations of the Environmental Quality Task Force <br /> are as follows: <br /> GARBAGE: Continue to allow residents to choose their own <br /> hauler, but designate only one day per week in which pick- <br /> ups may be done. This pick-up day would be the same for all <br /> haulers in the City. The City should not attempt to <br /> standardize pick-up services, such as requiring collection <br /> of appliances or furniture. They should, however, clarify <br /> the City Code to require at least three volume based garbage <br /> rates and emphasize the availability of these rates to <br /> residents . <br /> RECYCLING: After determining an appropriate funding <br /> mechanism, the City should contract with one recycling <br /> company to do weekly City-wide pick-up of recycling on the <br /> same day as garbage.
