INTRODUCTION <br /> Waste Management Goals as Determined by State, County and City <br /> Minnesota State Statutes and Ramsey County have adopted as a goal <br /> the following hierarchy of waste management practice (listed in <br /> order of preference) for dealing with solid waste: <br /> 1. Waste Reduction and Reuse; <br /> 2 . Waste Recycling; <br /> 3 . Composting of yard waste and food waste; <br /> 4 . Resource recovery through mixed municipal solid waste <br /> composting or incineration; and <br /> -5-. Land-disposal <br /> The City of Mounds View, in Resolution No. 4239, established the <br /> following goals for the City: <br /> 1. Standardization of garbage and recycling services; <br /> 2 . Improvement of recycling participation; <br /> 3 . Reduction of street wear, air pollution, and noise <br /> pollution, caused to a certain extent by multiple trucks <br /> operating on the same streets; <br /> 4 . Reporting of timely and accurate data regarding garbage and <br /> recycling to County and State Offices; and <br /> 5. Compliance with all applicable State Laws regarding garbage <br /> and recycling within the City <br /> With these goals in mind, the Mounds View Environmental Quality <br /> Task Force (EQTF) examined the following garbage systems: <br /> Open Hauling <br /> Zone Hauling (Non-Organized) <br /> Consortium Contract Hauling <br /> Municipal Garbage Collection <br /> Single Hauler Contract Collection <br /> These systems are explained in detail in Appendix A. <br /> were studied: <br /> Organized Recycling (Contract with Single Recycler) <br /> Integrated Recycling (Garbage Hauler Responsible for Recycling) <br />
