WASTE REDUCTION AND REUSE <br /> The most preferred methods of managing solid waste is by <br /> encouraging people to reduce the amount of garbage they generate <br /> (by changing their shopping habits) and to reuse materials rather <br /> than throwing them in the trash. Reduction and reuse are the <br /> most economically and environmentally sound methods of solid <br /> waste management, because they eliminate the need to dispose of <br /> materials at a sites away from the waste generator, such as <br /> recycling facilities, compost sites, incinerators, and landfills. <br /> Public education is the key to getting people to change their <br /> shopping and disposal habits. It is the opinion of the EQTF that <br /> _- ==positive educationcampaignspromoting waste reduction and reuse - -_- <br /> would, in the long run, be more beneficial than enacting waste <br /> reduction ordinances. Creative education efforts, such as public <br /> presentations, should be pursued. <br /> RECOMMENDATIONS: <br /> 1. The City should work toward educating residents on how to <br /> reduce the amount of waste they generate and on how to <br /> arrange for the reuse of items that they personally no <br /> longer use. Modes of communication that might be used <br /> toward this end include the use of cable television, the <br /> City Newsletter, and joint efforts with Ramsey County and <br /> neighboring cities. <br /> 2. The City should encourage businesses to market and sell <br /> returnable items, such as milk jugs and soda bottles, so <br /> that these items do not end up in either the recycling bins <br /> or in the trash. <br />
