This franchise supersedes any previous gas franchise granted to <br /> the Company or its predecessor. <br /> SECTION 10. NO WAIVER. <br /> Failure to enforce any of these provisions shall not be deemed a <br /> waiver of any provision of this franchise. <br /> SECTION 11 .
