Decision <br /> Resources Ltd. <br /> January 29, 1992 <br /> Ms. Samantha Orduno <br /> City Administrator <br /> Mounds View City Hall <br /> 2401 Highway #10 <br /> Mounds View, Minnesota 55112 <br /> Dear Ms. Orduno: <br /> Decision Resources, Ltd. , is pleased to present this survey <br /> research proposal to you for survey research on tax and budget <br /> issues. Much of this proposal is based upon our earlier meeting <br /> with you. This prospectus is organized in three parts: a <br /> discussion of the goals of the research; a potential design; and, <br /> estimated project costs. As you will see, I am certain that DRL <br /> can provide the City with the information it seeks in both a <br /> cost-effective and timely manner. <br /> GOALS OF THE RESEARCH: <br /> The survey would assess the opinions and attitudes of the <br /> citizenry on four separate, but interrelated, issues: , <br /> 1. BUDGETARY PRIORITIES. Do residents agree with the general <br /> allocation of the City Budget? Do they have priorities with <br /> respect to reducing line items? Do they have priorities with <br /> respect to increasing line items? In general, are there services <br /> they would accept a tax increase to protect or augment? Or, will <br /> most residents accept servicQ reductions in order to avoid <br /> further tax increases? <br /> 2 . SERVICE CUTS. When budget reductions are translated into <br /> service cuts, do residents still support them? What types of <br /> direct services are they willing to forego? What programs are <br /> candidates for reduction or elimination? Are there particular <br /> types of programs which have become "sacred cows" to residents <br /> and which risk pronounced ire if they are diminished or. <br /> eliminated? <br /> 3 . GENERAL TAX CLIMATE. How widespread is the feeling that taxes <br /> at the local level are too high? How accurate are residential <br /> opinions about the current city tax rate?
