Mounds View City Council December 11, 2006 <br />Regular Meeting Page 16 <br /> <br /> 1 <br /> Finance Director Beer explained that a portion of the $291,600 represents permit revenue fund 2 <br />and the amount that is being transferred is $157,600 which represents a 4.1% increase. 3 <br /> 4 <br />MOTION/SECOND: Gunn/Thomas. To Waive the Reading and Approve Resolution 6974, 5 <br />Adopting the 2007 Property Tax Levy. 6 <br /> 7 <br />Council Member Stigney indicated that if it was reduced to 3% he could have supported this. 8 <br /> 9 <br />Mayor Marty indicated that this started out at $225,000 and it was reduced to $157,600 with the 10 <br />help of Staff. He then thanked everyone for their assistance. He further thanked Staff for how 11 <br />the changes and documentation of changes along the way were handled to make it easier for 12 <br />Council and residents to follow. 13 <br /> 14 <br />Council Member Stigney indicated that $540,000 on franchise fees was brought in from the 15 <br />people so when you look at the total package it is not that great. 16 <br /> 17 <br />Mayor Marty indicated that half of the franchise fees goes toward street improvement. 18 <br /> 19 <br /> Ayes – 4 Nays – 1(Stigney) Motion carried. 20 <br /> 21 <br /> G. Resolution 6975 Adopting 2007 Budgets for All Funds 22 <br /> 23 <br />MOTION/SECOND: Gunn/Thomas. To Waive the Reading and Approve Resolution 6975, 24 <br />Adopting 2007 Budgets for all Funds. 25 <br /> 26 <br />Council Member Stigney indicated that he would like to know why the water meter fund is not 27 <br />reflected on Page 2. 28 <br /> 29 <br />Finance Director Beer indicated there is no separate fund. 30 <br /> 31 <br />Council Member Stigney said that he thinks the City could have been done better on the budget. 32 <br /> 33 <br /> Ayes – 4 Nays – 1(Stigney) Motion carried. 34 <br /> 35 <br /> H. Resolution 6978, Authorizing Abatement of Nuisance Code Violations 36 <br /> at 7867 Eastwood Road 37 <br /> 38 <br />Housing Inspector Anderson addressed Council and explained the Code violations at 7867 39 <br />Eastwood Road. 40 <br /> 41 <br />Council Member Thomas asked what the total cost of the abatement would be. 42 <br /> 43 <br />Housing Inspector Anderson explained that it would be at least a couple of thousand dollars but 44 <br />he is not sure at this time. 45
