Presentation by Kari Murlowski in Regard to an Alternative Wellness 6 <br /> Center at Mounds View Square 7 <br /> 8 <br />Assistant to the Administrator Crane addressed Council and provided an overview of the request 9 <br />and introduced Ms. Murlowski. 10 <br /> 11 <br />Ms. Murlowski explained that she is a life coach and learning consultant but does not perform 12 <br />any massage at all. She then explained that her clients are fully clothed and nothing that she does 13 <br />is massage. 14 <br /> 15 <br />Council Member Flaherty indicated that the raindrop therapy Council considered massage as oils 16 <br />are put on the spine area and the back is exposed. 17 <br /> 18 <br />Ms. Murlowski indicated that is the only technique considered massage by the City so she would 19 <br />eliminate that technique at this location. 20 <br /> 21 <br />Council Member Stigney indicated that this type of business is not spelled out in the Code. He 22 <br />then said that he is looking at what type of regulation or oversight there should be for therapeutic 23 <br />wellness businesses. He then said that he would like a postponement or moratorium to allow 24 <br />time to research whether the Code should be amended to handle this type of business. He further 25 <br />said that he would like to know what other cities are doing to regulate these types of businesses 26 <br />and to check with the League of Minnesota Cities. 27 <br /> 28 <br />Ms. Murlowski indicated that there is a state office that handles alternative wellness businesses. 29 <br />She then said that there are no issues with this type of business in other cities and she has been 30 <br />doing this for four years with no issues and she is insured. She further said she could eliminate 31 <br />the raindrop technique. 32 <br /> 33 <br />City Attorney Riggs indicated that the City could move forward with a moratorium and clarified 34 <br />that right now, if it is not allowed by Code, then it is not allowed. 35 <br /> 36 <br />MOTION/SECOND: Stigney/Hull. To Postpone for 30 Days to Direct Staff to Review and 37 <br />Bring Back Suggested Code Language and the Type of Regulation that the City Should Require 38 <br />for Alternative Wellness Businesses. 39 <br /> 40 <br />Council Member Flaherty recommended to Staff that when this is reviewed that the largest issue 41 <br />was the raindrop technique and placing hands on an unclothed portion of the body and the 42 <br />Applicant is not a licensed therapist. 43 <br /> 44 <br />Mayor Marty indicated that the Code does not handle how to regulate this type of business. 45 <br /> 46
