Interpreted general consensus: Reconstruct Hillview Road to its current width <br /> <br />Elimination of the access of Hillview Road and Fairchild Avenue <br />Interpreted general consensus: Eliminate access as indicated in the County <br />Road 10 Corridor Redevelopment and Revitalization Plan <br /> <br />Hillview Park Parking Improvements <br />Interpreted general consensus: Include in project utilizing MSA funding and to <br />look into the possibility of increasing the number of parking stalls. <br /> <br />Grouping of Mail boxes <br />Interpreted general consensus: Group mailboxes as currently required by code <br /> <br />Rain Gardens / Infiltration Basins Incentive <br />Interpreted general consensus: Provide incentive to residents that elect to have a <br />Rain Garden or Infiltration Basin in the boulevard adjacent to their property. The <br />amount of the reduction of their assessment would be based on the storm water <br />quality portion of their assessment – based on the draft report the maximum <br />amount would be approximately $358 per residential property. Staff to develop <br />an incentive policy and / or plan. <br /> <br />Phasing of this project <br />Interpreted general consensus: Have the contractor submit their recommended <br />phasing plan. This would give the contractor the greatest flexibility, which could <br />translate into better bid prices. <br /> <br /> <br />Order the Project – Should the Council wish to proceed with this project, the <br />next step in the public improvement process is to order the project. <br /> <br />Authorize Plans and Specifications – The next step in the engineering process <br />is to order the preparation of construction plans and specifications. <br /> <br />Easement Preparation Activities - The installation of water quality and storm <br />water runoff reduction devices such as raingardens may require additional <br />temporary construction easements and permanent easements. There may also <br />be cases whereby the property owner may request that a raingarden, planned to <br />be constructed in the boulevard area adjacent to their property, be expanded <br />from the boulevard area into their property. To do so would require a temporary <br />construction and permanent easement. To ensure that the project stays on <br />schedule, easement preparation activities will need to commence as soon as <br />plans indicate to what extent they will be needed. For this reason, Staff is <br />requesting authorization to initiate these activities at this time. Such activities will <br />include: discussions with property owners, necessary appraisals, boundary <br />sketches, legal descriptions, and drafting of the legal easement documents. <br /> <br /> <br /> <br />
