Item No: 07C
Meeting Date: March 12, 2007
Type of Business: CB
City Administrator Review: _____
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Nyle Zikmund, Fire Department Chief

Item Title/Subject: Resolution 7038, Approving the Purchase of a Mobile
Command and Communication Vehicle for the SBM Fire
Department.

Background:

As a component of the 2007 Fire Department Capital Budget one Incident
Command/Communications vehicle was approved by all three councils. A budget of $295,000
was established.

This amount will be reduced by the net proceeds from the sale of old Fire Station Three
estimated to be about $150,000. This then leaves a balance to be divided, per the formula
share, of $145,000.

As part of the overall process the Fire Department made a commitment to return to each of the
councils, prior to issuing a purchase order, a recommendation for council approval regarding the
purchase of the Incident Command/Communication Vehicle.

Specifications were developed by the work group consisting of Spring Lake Park Police Chief
Dave Toth, Mounds View Police Chief Mike Sommer, Blaine Police Captain Kerry Fenner, and
Fire Department personnel (Jim Hansen, Harlan Lundstrom, Bob Fiske, and Chief Zikmund).
These were completed and made available on February 2, 2007. The specifications were sent
to the following companies who requested them; Pierce Manufacturing, LDV Manufacturing,
Mobile Specialty Vehicles, EBE, and MBF Industries. Proposals were due to SBM Fire Station
One on or before 9:00 AM on March 5, 2007 and the bid opening was held at that time.

Proposals Received and Recommendations:
Three manufacturers submitted separate proposals in response to the bid request. All
proposals were found to have substantially met the requirements of the production
specifications. Two of the manufactures communicated via email that they would decline the
opportunity to bid; one stating their base price would be over $400,000 and knowing it to be too
high, the other stating company policy against providing bid bond and the requested two year
warranty.

Manufacturer Base Bid Options Total
Mobile Specialties $293,600 $39,778 $333,378
MBF $289,156 $60,706 $349,862
LDV $303,535 $68,875 $372,410
