Options:
The base bid does not include a number of highly desirable features. However, to stay within
established spending parameters a number of these were included in the specifications as
options. The total option list included; slide out in work area, galley, and lavatory, telescoping
mast with camera, alarm system, AV/Audio Package, leveling system, weather station, Awning,
and work station chairs.

Based upon functionality and cost the working group is recommending we include the following
options; slide out, galley, lavatory, telescoping mast with camera, and leveling system at a total
cost of $39,778.

Funding Source for Options:
The Fire Department will use existing reserves to fund the options. The Fire Department
maintains modest reserves which, at this point in time, are sufficient to accommodate this
expenditure and continue to provide sufficient remaining reserves. Fire Department reserves
are a function of donations, modest budget surpluses, interest earnings and insurance refunds.

Recommendation:
We find that the proposal from Mobile Specialties of Jasper, Texas is the lowest of the bids
received and that it does meet the specifications for the proposed apparatus. We recommend
that Mobile Specialties of Jasper, Texas be awarded the contract to build the Incident
Command/Communication Vehicle.

Additionally, Blaine Police Captain Kerry Fenner and Spring Lake Park Police Chief Dave Toth
were able to travel to the Mobile Specialties factory for a tour, presentation, and demonstration
of their product line. Both were impressed with the professionalism and quality of the company.
