Mounds View City Council February 12, 2007 Regular Meeting Page 6 Mr. Kosel indicated that he has information from his neighbor that when people came to his door 1 and he said he was in favor of the project they told him that this was not about stopping the 2 project it is just about the curbs. He then said that he thinks that there may be people that signed 3 the petition that did not know fully the ramifications of doing so. He further asked Council to 4 investigate whether those that signed the petition really want the project stopped. 5 6 Mr. Kosel asked if there would be a time that the City would mandate the renewal of the streets 7 regardless of resident feedback. 8 9 Mayor Marty said that he does not think that the Charter would allow them to mandate street 10 repair. He then said that he has had some calls about doing away with the Charter but he is not in 11 favor of that because it gives rights of protection in a number of different areas. He further said 12 that the City needs to focus on selling the project and getting the information out to residents so 13 that they understand it and buy into it. 14 15 Mayor Marty indicated that the last project had more concern than this one has and, now that it is 16 done, they are pleased with the results. He then said that the City cannot mandate the street repair 17 or replacement. 18 19 Tom Winicki of the 2700 Block of Sherwood Road said that the time will come when the 20 Council, Charter Commission, and Planning Commission will have to say no more Petitions 21 because the roads have got to be fixed. 22 23 William Werner of 2765 Sherwood Road said that the Charter Commission is not really involved 24 in this and people should consider that this is a democracy and residents should keep that in 25 mind. He then said that something that can be done is to put together a sequence of events of this 26 process because people do not come to these meetings so that they know what is going on. He 27 further invited residents to join the Charter Commission as there are openings. 28 29 Barbara Haake of 3024 County Road I clarified that for one year this cannot be brought up. She 30 then asked why the Charter does not allow room for compromising. She further said that she 31 would like to compliment the City on bringing in rain gardens and other things to try to get the 32 project done and she would like to know what the expenses are already on this project. 33 34 Public Works Director Lee indicated that the City has spent approximately $200,000 and, of that 35 amount, $150,000 has been paid out and about $50,000 is in Staff time. 36 37 Ms. Haake asked how this will be paid for. 38 39 Mayor Marty stated that since the project is not going forward, and we cannot use TIF, so the 40 City would have to absorb the costs. 41 42 Public Works Director Lee indicated that the City can use the same information form the data 43 collected from the Feasibility Report. 44 45
