Mounds View City Council February 12, 2007 <br />Regular Meeting Page 6 <br /> <br />Mr. Kosel indicated that he has information from his neighbor that when people came to his door 1 <br />and he said he was in favor of the project they told him that this was not about stopping the 2 <br />project it is just about the curbs. He then said that he thinks that there may be people that signed 3 <br />the petition that did not know fully the ramifications of doing so. He further asked Council to 4 <br />investigate whether those that signed the petition really want the project stopped. 5 <br /> 6 <br />Mr. Kosel asked if there would be a time that the City would mandate the renewal of the streets 7 <br />regardless of resident feedback. 8 <br /> 9 <br />Mayor Marty said that he does not think that the Charter would allow them to mandate street 10 <br />repair. He then said that he has had some calls about doing away with the Charter but he is not in 11 <br />favor of that because it gives rights of protection in a number of different areas. He further said 12 <br />that the City needs to focus on selling the project and getting the information out to residents so 13 <br />that they understand it and buy into it. 14 <br /> 15 <br />Mayor Marty indicated that the last project had more concern than this one has and, now that it is 16 <br />done, they are pleased with the results. He then said that the City cannot mandate the street repair 17 <br />or replacement. 18 <br /> 19 <br />Tom Winicki of the 2700 Block of Sherwood Road said that the time will come when the 20 <br />Council, Charter Commission, and Planning Commission will have to say no more Petitions 21 <br />because the roads have got to be fixed. 22 <br /> 23 <br />William Werner of 2765 Sherwood Road said that the Charter Commission is not really involved 24 <br />in this and people should consider that this is a democracy and residents should keep that in 25 <br />mind. He then said that something that can be done is to put together a sequence of events of this 26 <br />process because people do not come to these meetings so that they know what is going on. He 27 <br />further invited residents to join the Charter Commission as there are openings. 28 <br /> 29 <br />Barbara Haake of 3024 County Road I clarified that for one year this cannot be brought up. She 30 <br />then asked why the Charter does not allow room for compromising. She further said that she 31 <br />would like to compliment the City on bringing in rain gardens and other things to try to get the 32 <br />project done and she would like to know what the expenses are already on this project. 33 <br /> 34 <br />Public Works Director Lee indicated that the City has spent approximately $200,000 and, of that 35 <br />amount, $150,000 has been paid out and about $50,000 is in Staff time. 36 <br /> 37 <br />Ms. Haake asked how this will be paid for. 38 <br /> 39 <br />Mayor Marty stated that since the project is not going forward, and we cannot use TIF, so the 40 <br />City would have to absorb the costs. 41 <br /> 42 <br />Public Works Director Lee indicated that the City can use the same information form the data 43 <br />collected from the Feasibility Report. 44 <br /> 45
