Mounds View City Council February 12, 2007 <br />Regular Meeting Page 7 <br /> <br />Mayor Marty indicated that there are TIF funds that could be used for roads so this puts that off 1 <br />another year and those TIF districts will begin expiring. He then said that if the money is not 2 <br />used for streets then the City will have to bond for the project. 3 <br /> 4 <br />Ms. Haake asked whether this was really about how much it was costing them that caused the 5 <br />people to sign the petition. 6 <br /> 7 <br />City Administrator Ulrich said that one thing to do will be to work with the Charter Commission 8 <br />provisions to see if there may be an amendment to allow for compromise or working out the 9 <br />details of the project. He then said that the other item is that the Charter provides for that if a 10 <br />petition equal to or greater than the number of petitions against the project, then the project 11 <br />would move forward. He further said that there is no time frame on that but, the City needs this 12 <br />to move forward, if it is going to, in the next month or so to make this year’s construction cycle. 13 <br /> 14 <br />Dan Mueller of 8343 Groveland Road said that the City is not doing his road yet but he has sat in 15 <br />on some of the road meetings and he said that there are residents who realize that something has 16 <br />to be done, but when the presentations are given residents feel like the project is being rammed 17 <br />down their throat, and they have nothing to say about it. He then said that people do not want to 18 <br />feel threatened. 19 <br /> 20 <br />Mayor Marty indicated that with the sidewalk on the south side of Grovelan,d he does not recall a 21 <br />petition but it was down to the final hour and in the last street project the last woman that got up 22 <br />to speak raised the issue about building a sidewalk because, if you build a sidewalk, the kids will 23 <br />come and use it. Her concern was that is not a controlled intersection making it dangerous to 24 <br />route kids to it, and that is why he changed his mind. 25 <br /> 26 <br />Mr. Mueller said that narrowing up the streets will not slow them down either and it concerns 27 <br />him for fire trucks to be able to get down the streets if they are narrow. 28 <br /> 29 <br />Juliann Love of 7900 Sunnyside Road said that she is kind of a single issue person on this whole 30 <br />road project because she wants Hillview narrower because she likes the feeling of a quiet 31 <br />residential area and a 42 foot wide road makes it feel more like a thoroughfare and she would 32 <br />like the idea of a sidewalk on one side. 33 <br /> 34 <br />Ms. Love said that the parking at Hillview Park should be angled on Greenwood and Hillview so 35 <br />that people do not have to cross the street. 36 <br /> 37 <br />Mayor Marty indicated the City considered narrowing Hillview but, after discussions, it as 38 <br />determined that residents did not want it narrowed. He then said that there was additional 39 <br />parking planned for around the park area. 40 <br /> 41 <br />Naja Werner said that everyone should have been at the informational meetings. She then said 42 <br />that maybe the residents were presented a Cadillac plan and, if the girls who circulated the 43 <br />petition, had asked why the residents were not in favor of the street plan it would be a matter of 44
