Mounds View City Council February 12, 2007
Regular Meeting Page 11

they would be grouped as they are. He further said that the City went to a lot of effort to inform 1
the residents but did not go door to door. 2
3
Council Member Flaherty said that the roads need to be improved but now this is stopped for a 4
year. 5
6
Andy Casing of 2617 Hillview said that information was not given and the surveys were “crap”. 7
He then said that there are too many issues that are not addressed individually but are thrown at 8
them. The first surveys made no differentiation of the items and the second survey was a little 9
better but it did not break down the surmountable or insurmountable option so there is not good 10
information. He further said that he kept coming to these meetings but there was no prep work 11
so that residents knew what was going on. 12
13
Mr. Casing indicated that the dog and pony show was going on but the numbers were wrong and 14
concrete was cheaper than asphalt and that is important. He then said that cost is very important 15
to residents. He further said that he wants the streets redone the way that they are. 16
17
Mr. Casing asked if the City really paid $600,000 to buy a gas station and tear it down. He then 18
said that is $600,000 that could have gone toward street projects and the City could have 19
continued to fine the owner rather than purchase the property. He further said that he does not 20
see the signs discussed for using Long Lake Road for through traffic. 21
22
Mayor Marty said that they cannot tell people not to drive on the streets. 23
24
Public Works Director Lee indicated that would have been part of this plan. 25
26
Tom Kosel of 8120 Jackson Drive said that he thinks that it is clear from the comments of the 27
last hour that there is some confusion and some misleading information put out, maybe even by 28
the City. He then asked whether or not it is necessary to act on this petition tonight as there may 29
be some that would like to withdraw their name, especially since it was just received Friday. 30
31
City Administrator Ulrich said that the attorney’s advice is that once the petition is presented to 32
the Council that is the time that the withdrawals need to be made so the Council does need to act 33
on the sufficiency of the petition this evening and additional withdrawals would not be allowed. 34
35
Ms. Schovanec said that they spoke with Mr. Kosel and Ella was told that he was not in favor of 36
the petition. 37
38
Ella Schovanec said that after being publicly defamed by Mr. Casing she was not sure she would 39
speak. She then said that she was losing reception when he called on her cell phone and he was 40
yelling and left a message without a name or number so she had to track him down to return the 41
call. She further indicated that she talked to him on Sunday and it was a pleasant conversation 42
and he said thanks for calling back and she does not think there was misleading information 43
exchanged but they did not discuss the documents so she is not sure what he meant by it. 44
45
