Mounds View City Council Page Twella <br /> Regular Meeting February 24, 199101, <br /> Mayor Linke closed the public hearing at 8:47 p.m. <br /> MOTION/SECOND: Rickaby/Blanchard to approve Resolution No. 4195 <br /> Approving the Request for Conditional Use Permit <br /> of Saturn of St. Paul per changes. <br /> 5 ayes 0 nays Motion Carried <br /> Mounds View Business Park South Planned Unit Development, 8:48 p.m. <br /> Mayor Linke opened the public hearing to consider a Planned Unit Development <br /> Request for Everest Development, 2260/2280 Highway 10 at approximately 8:20 <br /> p.m. <br /> Paul Harrington, City Planner, reviewed Staff Report 92-181C and stated that <br /> Everest Development had made application for a Planned Unit Development <br /> Amendment to utilize the property at 2260/2280 Highway 10 as a parking <br /> facility for the Business Park. Harrington stated that the Planning <br /> Commission had reviewed the request and recommended approval of the proposal <br /> in Planning Commission Resolution No. 329-92 . Harrington introduced Bill <br /> Franke of Everest Development who would answer any questiofts that might <br /> arise concerning the PUD. <br /> (' <br /> Jim Paron, 2288 Highway 10, stated he had lived in Mounds View for 52 years <br /> and had paid taxes for 52 years. Mr. Paron stated opposition to the parking <br /> lot. Mr. Paron spoke about Everest buying property and its cost. Mr. Paron <br /> stated that anything can happen and everything from the gutter could be <br /> coming out here. Mr. Paron stated that if this property becomes a parking <br /> lot lie wants his property chain link fenced with barbed wire on the top. <br /> Harrington stated that the parking lot will be 5 to 6 feet below what Mr. <br /> Paron's property is at and will have a retaining wall in that area. The <br /> parking lot will be graded to elevation of Woodale. The issue of light <br /> shining into Mr. Parons yid was discussed and_should not affect his <br /> property. <br /> Mr. Paron stated that in order to put the street in 200 trees had to be <br /> destroyed. Mr. Paron stated he could not believe that the City would allow <br /> this . Mr. Paron's understanding was that for every single tree cut down 40 <br /> trees were to be planted 10 to 12 feet high. Again, Mr. Paron stated that <br /> he wants a fence around his property. <br /> Councilmember Rickaby asked if there had been an agreement for replacement <br /> of trees. <br /> Mayor Linke stated he was not aware of an agreement. <br /> Mayor Linke closed the public hearing at 9 :02 p.m. <br />
