<br />2.) Change the Pay Rate for Returning Seasonals. In 2006, <br />returning seasonal workers were compensated at a rate of <br />$11.25 per hour. This is just $0.25 more than the rate for a <br />newly hired seasonal after their first month. The value of a <br />returning seasonal is far greater than a newly hired seasonal. <br />As with any job, there is a learning curve. The City invests in <br />the education and training of all seasonals. It is therefore in <br />the City’s interest to be competitive with other employers and <br />attract former seasonals for re-hire. The City typically re-hires <br />2 to 3 former seasonals per season. Historically, rates for <br />returning seasonals have increased $0.25 per year over the <br />last five years. Staff is recommending to increase the rate for <br />2007 to $12.50 per hour. As a note, Staff is recommending <br />that the wage of the engineering intern be the same rate as a <br />returning seasonal. <br /> <br />3.) Part-time Assistance from a Former Employee – William <br />Hanggi, formerly held the Lead Utility Worker position in the <br />Water Division of the Public Works Department. Mr. Hanggi <br />resigned on May 31, 2006 after being employed by the City <br />for over 33 years. Recently, Mr. Hanggi has expressed a <br />willingness assist the City with various activities. He would be <br />available to work three days per week and would assist with <br />activities such as hydrant flushing, training, and general <br />assistance in the W ater Division or other areas as needed. <br />One of the primary functions of Mr. Hanggi would be to <br />continue to train the current lead utility operator, and to train <br />and educate the newly hired water division employee. Also, <br />one of the goals for Public Works in 2007 is to focus on cross <br />training of all employees. With the water division being the <br />most technical and perhaps the most important of the Public <br />Works divisions, Mr. Hanggi, being a senior employee, would <br />be a great asset and information resource for the City. <br /> <br />Staff is recommending that the City take advantage of this opportunity <br />and hire Mr. Hanggi as a part-time seasonal employee at the <br />established hourly rate for a returning seasonal employee – <br />recommended to be $12.50 for 2007. <br /> <br />
