Item No: 07C <br />Meeting Date: March 26, 2007 <br />Type of Business: CB <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Kurt Ulrich, City Administrator <br />Item Title/Subject: Resolution 7051 Approving Full-time Cable Coordinator Position <br />and Advertisement for Hire <br /> <br />Background <br /> <br />In order to fulfill the City’s goal of improved public communication, the need for a Cable <br />Coordinator that would replace the previous Communications Coordinator/ Cable <br />Technician position has been discussed at City Council Work sessions and supported by <br />the City’s Cable Committee. As before, this position would be a fulltime position, and will <br />be a union position under the AFSCME Union Contract. The position would be classified <br />as non-exempt, but would be expected to work flexible hours to avoid overtime. <br /> <br />A position description as approved by the Human Resources Committee (Meeting on <br />March 26th) will be provided at the meeting. This new position was established to assist <br />in city communications to primarily be cable television support and related duties. Other <br />items such as web page management and the city newsletter will be reassigned to other <br />existing staff. <br /> <br />The funding parameters of this position would be based upon the approximate amount of <br />time the employee would spend on various activities and as a Cable Coordinator would <br />receive 100% funding from the Cable TV Fund. <br /> <br />Laumeyer and Associates will be asked to perform a market HAYS points analysis on the <br />revised position, and recommend a revised salary schedule. The AFSCME union will <br />also need to consider and approve of the position changes. <br /> <br />Staff will discuss this new position with the AFSCME Union representatives, and seek <br />agreement with the job description and proposed wages. Staff would then draft a <br />Memorandum of Understanding confirming this agreement, and the position would be <br />added to the 2006-2007 AFSCME Union Contract. <br /> <br />Below, is the proposed hiring schedule: <br /> <br />Council Authorization to Advertise Position: March 26, 2007 <br /> <br />Submit position to Laumeyer and Associates March 27, 2007 <br />for HAYS evaluation <br /> <br />Review position with AFSCME Union April 6, 2007 <br />Representatives
