Mounds View City Council Page Four <br /> Regular Meeting March 9, 19110 <br /> MOTION/SECOND: Quick/Blanchard to authorize the replacement of <br /> an unmarked police vehicle with 1991 'Dodge Spirit from E and G <br /> Auto Sales in the Amount of $8,300 and Declare the 1984 Chevrolet <br /> as Surplus Property <br /> VOTE: 5 ayes 0 nays __ Motion Carried <br /> COUNCIL BUSINESS: <br /> 1. Samantha Orduno reviewed Staff Report No. 92-195C regarding the <br /> appointment of Henry E. Ruggles to the Planning Commission. <br /> Orduno stated that Mr. Ruggles is a resident of the City of <br /> Mounds View. Mr. Ruggles is a former banker and bank examiner <br /> and currently drives the senior van for the Park and Recreation <br /> Department. <br /> MOTION/SECOND: Quick/Rickaby to appoint Henry E. Ruggles <br /> to the Planning Commission for a three year term ending <br /> December 31, 1994 <br /> VOTE: 5 ayes 0 nays Motion Carried <br /> 2. Ric Minetor, Director of Public Works/City Engineer left the <br /> meeting at 7: 17 p.m. and returned at 7:20 p.m. 411 <br /> While Mr. Minetor had stepped out, Samantha Orduno, <br /> City Administrator, shared some information regarding another <br /> City and a survey they undertook. Orduno stated that the City of <br /> Fridley conducted a survey very similar to ours regarding what <br /> the residents liked about the City, best services, unnecessary <br /> services, and other general questions of this type. Fridley <br /> did the survey through the use of in-house personnel. Over <br /> 3, 000 questionnaires were sent out and the City received less than <br /> one-third of the questionnaires back. Fridley had hired a consultant <br /> te- process theresponses-.- The_respanses to_th 7estionnaire were <br /> returned to the consultant. The cost to the City of Fridley was $5,000 <br /> not including staff time. Orduno stated that the City Manager told her <br /> the cost of staff time was approximately 160 staff hours. Their cost <br /> was $5, 000 for the survey and in excess of $3, 000 in staff costs. <br /> The City of Mounds View's survey will cost less than $6,000 total. <br /> Ric Minetor, Director of Public Works, rejoined the meeting at this <br /> time and Staff Report No. 92-196C regarding the approval of the final <br /> plans for reconstruction of County mad-J from the City. Minetor -stated that the plans for Long Lake Road have been completed and are <br /> consistent with the details shown in the study report previously <br /> approved by the Council. Minetor further stated that the County would <br /> like to have the Council formally approve the plans. A copy of the <br /> plans are in the City Offices.
